2 - Cool down > 3 min to show as minutes

What is the enhancement in mind? How should it look and feel?

Would like to see cool downs more than 3 min to show min rather than seconds.  The one for book of binding looks quite absurd 3112 seconds or some such.  Much bigger than the button.
