2 - Options GUI

What is the enhancement in mind? How should it look and feel?

Given the number of options you have added and will be adding, it would be really helpful to have a options GUI. When one types /ismocasts it would pop up the options window. The command list should shift to /ismocasts help.

Please provide any additional information below.
