OptOut remembers when you opt-out of a keep or PQ and will opt-out for you when you return to that keep or PQ.
The basic use of this addon is simple:

1. When you click the opt-out button, OptOut will save your opt-out selection (whether you opted out or in)
2. When you enter a keep or PQ, if the opt-out setting does not match your last selection, OptOut will correct it.

Additionally, OptOut allows you to view and/or set your opt-out selections from a configuration screen. Initially, this will only have the T4 keeps, but new keeps/fortresses/PQs will be added and sorted as you encounter them. PQs that are checked are opted out.
