23 - OnMouseOver and Right-click per addon

What is the enhancement in mind? How should it look and feel?

Make every addon have a OnMouseOver so that if you mouse over it, it will show you either the name of the addon, or some information. Also right-click addon would provide configuration. Other than that. It is an amazing addon, I love it.

Please provide any additional information below.
