26 - Add Time to Level

The mod XPStatus can estimate for us how long it will take to rank up based upon XP per hour.

I'd like to see time to level included in WaaaghBar's XP and RP texts so I can dump XPStatus.

I'm sure this is more than possible as it already exists in another addon.
