9 - Morale abilities missbehavior

What steps will reproduce the problem?
1. Create a new char.
2. Play with WSCT enabled

Morale alerta are happening even when the character has no Morale abilities yet. In long fights it will even fire the Morale rank 2 ready alert, even if the char has no morale abilities yet (like at level 2).
